This is a loose alliance founded in 2185, in many Alpha and Beta Quadrant governments. This was 6 years before the Federation was founded. The talks were made up by several worlds that would become important within The Federation.
The communications took place on Earth and the dignitaries were from United Earth, Vulcan, Rigel, Denobula, Coridan and Tellor. This prompted the creation of Vulcan/Human hybrid.
This was equal to the League of Nations which was the precursor to the United Nations. The Coalition was dissolved after the Romuleon War as the League was dissolved after World War II.
